About WINN

WINN is a project funded by the California Tobacco Prevention Program from July 2025 to June 2028. The project works to adopt and implement a commercial tobacco-free policy at a minimum of four tribes, health clinics, nonprofit organizations, or for-profit businesses. The policy can apply to buildings including worksites such as Tribal Health Clinics, Tribal Administration, day care centers, after-school programs, tribal-serving nonprofit organizations, casinos, restaurants, and other indoor worksites.

Tribal Community Engagement and Partnership 

  • Host and attend community events, wellness fairs and gatherings 
  • Collaborate with Local Lead Agencies (LLAs) and Funded Tribal Partners 
  • Establish a Community Engagement Agreements (CEA) Program for Local Organizations serving Tribal Nations. 

Secondhand Smoke Presentations to Community Groups and Tribal Councils 

  • Conduct presentations on smokefree workplace policies to community groups and Tribal Councils 
  • Develop educational materials on the benefits of smokefree tribal workplaces, policy options and/or air monitoring data  

Policy Education 

Develop a model policy for smokefree tribal workplaces

Director of Tribal Relations

Yurok Tribal Member

Jay Macedo is a member of the Yurok Tribe and a descendant of the Hupa people. He serves as the Director of Tribal Outreach at the Partnership for Health Equity and Inclusion (PHEI), specializing in California Tribal public health policy. With more than two decades of policy experience, Jay has played a leading role in Tribal tobacco policy and wellness initiatives, supporting the reclamation of traditional tobacco and the rejection of commercial tobacco use in Native communities.

PHEI/Director of Programs
At Partnership for Health Equity and Inclusion (PHEI), I support community-driven public health initiatives with a focus on advancing health equity through policy, systems, and environmental change. My work centers on commercialized tobacco and emerging product prevention, particularly in partnership with Tribal governments and local jurisdictions. I collaborate closely with Tribal councils, coalitions, and community stakeholders to provide technical assistance, policy development support, and culturally responsive strategies that reduce secondhand smoke exposure and protect community health.
